The following appears on the web site of the Lebanese Consulate General in NY NY.
If you are a Lebanese citizen and you would like to cast a vote during the 2013 parliamentary elections (if they are held on time) then you have to register in person at one of the Consulates or send in a notarized form that is found on the Consulates' web site.
It looks that the right to vote bt the expats will be implemented but I am afraid that the right to vote will turn out to be symbolic at best since access will be rather limited since no mail votes are contemplated. How many voters can the handful of consulates handle?
